Authorizes the Secretary of State to cancel a limited liability company or corporation if an order certifying unlawful use of personal identifying information has been filed and no updated statement of information is submitted within 60 days.

Allows victims of identity theft in business entity filings to submit a "disclaimer of proper authority" to the Secretary of State without requiring a court order, provided the business entity has not been dissolved or terminated.

Requires the disclaimer of proper authority to be signed under penalty of perjury and contain specific information including the entity name, file number, filing date, and description of the unlawfully used personal identifying information.

Establishes a $30 filing fee for the disclaimer of proper authority to cover Secretary of State processing costs.

Clarifies that reimbursement to local agencies is not required because the state-mandated local program costs stem from changes to crime definitions under Government Code Section 17556.
