Prohibits local governments from enacting or enforcing charter provisions, ordinances, or regulations that require voters to present identification at polling places, vote centers, or ballot submission locations, unless required by state or federal law.

Applies to all charter cities, general law cities, counties, and city and counties.

Establishes that voter identification requirements are a matter of statewide concern rather than a municipal affair under the California Constitution.

Cites existing state election integrity measures including driver's license number verification at registration, signature verification, mandatory recounts, and ballot tracking as sufficient safeguards.
