Requires the State Water Resources Control Board to establish regulations by August 1, 2025 governing annual reporting by compliance entities (businesses with 2,500+ employees) on waste discharges affecting California water quality.

Mandates compliance entities submit annual reports to the board by June 1, 2026 and each year thereafter, disclosing waste discharges and their locations; the board must post these reports publicly on its website.

Requires compliance entities to prominently label any California products whose production caused water contamination with a warning label stating: "Warning: The creation of this product contributed to the contamination of California water quality potentially threatening the health and safety of its residents."

Authorizes the board to impose administrative penalties not exceeding $1,000,000 per reporting year for nonfiling, late filing, or other violations; penalties deposited into the California Water Quality and Public Health Impact Fund to fund contamination mitigation.

Board may charge compliance entities reasonable fees to cover administrative costs of implementing the chapter; exempts discharges already regulated under existing state and federal water quality permits.
