Exempts city attorneys and county counsels providing legal advice to an agency (without final decision-making authority) from the definition of "officer" under Political Reform Act contribution restrictions.

Excludes certain contract types from "license, permit, or other entitlement for use" including periodic reviews or renewals of development agreements and competitively bid contracts without material modifications or amendments.

Creates coordination mechanism with Senate Bill 1243 such that Section 1.5 of this bill becomes operative only if both bills are enacted and this bill is enacted after SB 1243.

Declares the bill furthers the purposes of the Political Reform Act of 1974, requiring a two-thirds vote in each legislative house for passage.
