Requires the California Energy Commission to develop a Master Plan for Healthy, Sustainable, and Climate-Resilient Schools by March 31, 2026, in consultation with the State Department of Education, Division of the State Architect, and Natural Resources Agency.

Mandates the plan include assessments of a representative sample of public school buildings and grounds covering building condition, age, systems modernization status, energy and water expenditures, greenhouse gas emissions, and climate vulnerability.

Requires the plan to establish priorities, benchmarks, and milestones for decarbonization and climate resilience of school campuses, with focus on schools disproportionately impacted by climate hazards and structural inequities.

Specifies the plan must include actionable recommendations, cost estimates for implementation, guidance for state budget proposals and bond measures, and recommendations for workforce development with high-road labor standards.

Directs the Energy Commission to contract with nongovernmental entities to support plan development, research existing data, and conduct studies on priority areas.
