Expands eligibility for in-home respite services to include children receiving both AFDC-FC and regional center services who reside with resource families, tribally approved homes, or small family homes not vendored as residential facilities by the regional center.

Adds Indian children receiving both AFDC-FC and regional center services who reside with extended family members or tribally approved homes to the prohibition against denying in-home respite services.

Requires regional centers to assess small family homes for service needs and staffing levels through the IPP or IFSP process before approving in-home respite services for children in those placements.

Clarifies that "child" and "children" in these provisions include nonminor dependents, declaring this to be existing law.

Authorizes the department to adopt emergency regulations to implement the bill's provisions.
