• Eliminates classroom instruction requirements for facility administrator certifications, replacing them with instruction "conducive to learning" where participants interact with each other and instructors; allows up to half of continuing education hours through self-paced courses instead of online-only courses.

• Prohibits adoption facilitators from operating after January 1, 2024, deeming them unlicensed adoption agencies; establishes civil remedies and enforcement mechanisms, and requires the department to create public education materials and registry listings.

• Extends CalWORKs housing and homelessness programs by one year (through June 30, 2025); expands guaranteed income payment exemptions and removes conditions on minor provider eligibility for In-Home Supportive Services.

• Increases CalWORKs maximum aid payments by 3.6% effective October 1, 2023, and removes the sunset date on the previous 10% increase, making it permanent; extends CalFresh and nutrition benefit pilot programs.

• Authorizes General Fund support for Home Care Services licensing program and requires biennial inspections; extends timelines for Children's Crisis Continuum Pilot Program and increases IHSS wage withholding penalties to 10% of prior year maintenance of effort for counties without collective bargaining agreements.
