Renames the "California Promise" program to "Finish in Four and Through in Two" program at California State University campuses.

Requires each participating campus to promote the program through new student orientation, online course registration, annual emails, website postings, and advising office information.

Mandates California State University trustees submit annual reports to the Legislature by July 1, 2025, and annually thereafter, detailing program participation rates, demographics, and funding allocation.

Extends the program indefinitely by removing the January 1, 2026 repeal date, with reporting requirements now sunset on January 1, 2034.

Guarantees program participation for low-income students, first-generation college students, transfer students, and students from underrepresented communities, with support including priority course registration and academic advising.
