Authorizes the Governor's Office of Business and Economic Development (GO-Biz) to prepare and submit applications for funding from next generation battery hub programs until January 1, 2030.

Requires grants from next generation battery hub programs to support California projects that advance resource adequacy goals, California's greenhouse gas emission reduction targets, and the Renewables Portfolio Standard Program.

Prioritizes grants for projects that reduce battery costs and increase access, advance state greenhouse gas goals, and maximize socioeconomic, workforce, equity, air quality, and health benefits.

Mandates that any partnership receiving funding must adopt a community benefits plan including project labor agreements with prevailing wages, family-supporting wages for operations work, hiring priority for local and disadvantaged workers, and accountability measures.

Requires GO-Biz to submit reports to relevant legislative committees on or before January 1, 2026, and annually thereafter regarding partnership status; the article repeals on January 1, 2030.
