Amends the Buy Clean California Act to revise the definition of "eligible materials" used in public contract procurement requirements.

Removes "mineral wool board insulation" from the list of eligible materials and replaces it with a broader category of "insulation."

Maintains existing eligible materials: carbon steel rebar, flat glass, and structural steel.

Requires the Department of General Services to continue reviewing maximum acceptable global warming potential standards for eligible materials by January 1, 2025, and every 3 years thereafter.
