Prohibits regional water boards from issuing waste discharge permits for new landfills or lateral expansions used for nonhazardous solid waste disposal on land previously used for mining or excavation of gravel or sand.

Prohibits regional water boards from issuing waste discharge permits for new nonhazardous solid waste landfills located within the Tijuana River National Estuarine Research Reserve or tributary areas, unless the Secretary for Environmental Protection makes written findings that construction will not harm the Tijuana River and the regional water board finds waste discharge requirements will protect water quality.

Exempts public agency restoration and beneficial reuse projects for abandoned sand and gravel mining quarries in the Tijuana River National Estuarine Research Reserve or tributary areas from the prohibition.

Expands the definition of "landfill used for the disposal of nonhazardous solid waste" to include Class II landfills in addition to Class III landfills.

Prohibits regional water boards from granting variances for new landfills or lateral expansions within the Main San Gabriel Groundwater Basin boundaries.
