Applies to electrical corporations, gas corporations, sewer system corporations, water corporations, municipalities operating as public utilities, municipal utility districts, public utility districts, irrigation districts, and joint powers authorities

Exempts utilities with fewer than 4,000 service connections that lack an internet website due to hardship, which may be established through annual resolution with detailed findings

States that no state reimbursement is required because local agencies have authority to levy service charges and fees to cover costs of the mandate
