Establishes the California Commission on the United States Semiquincentennial to plan and coordinate commemorations of the 250th anniversary of the Declaration of Independence and American Revolution in 2026.

Commission composed of 11 members including the State Archivist (chairperson), 2 Assembly members, 2 Senate members, 3 gubernatorial appointees, 2 public members, and 1 member recommended by the California Historical Society.

Commission shall be funded solely through private funds or federal funds, deposited in the newly created Semiquincentennial Fund and available upon legislative appropriation.

Commission records, files, and memoranda must be deposited with the State Archives before January 1, 2028.

Chapter expires and is repealed on January 1, 2028, contingent on the Treasurer determining that sufficient private or federal funds have been made available.
