Defines "sharrow" as the pavement marking in Figure 9C-9 of the 2014 California Manual on Uniform Traffic Control Devices and prohibits agencies from installing new sharrows on highways with posted speed limits greater than 30 miles per hour starting January 1, 2025, except at intersections connecting higher-class bikeways.

Prohibits the California Transportation Commission from adding projects that create Class III bikeways or sharrows to the Active Transportation Program starting January 1, 2026, unless the highway has a design speed limit of 25 mph or less, the project reduces the design speed limit to 25 mph or less, or the applicant demonstrates local community appropriateness.

Requires the California Transportation Commission to update its guidelines for project eligibility and selection criteria for the Active Transportation Program to conform with the new Class III bikeway restrictions.

Applies the same restrictions to project selection criteria that measure connectivity improvements, prohibiting connections to Class III bikeways on highways with design speed limits above 25 mph unless speed reduction improvements are included.
