Requires each gas corporation to submit annual maps by July 1, 2025 showing locations of gas distribution line replacement projects, disadvantaged communities, and other relevant information within their service territory.

Directs the Public Utilities Commission to designate priority neighborhood decarbonization zones by January 1, 2026, considering factors such as disadvantaged communities, environmental justice areas, and concentration of gas line replacement projects.

Establishes a voluntary pilot program by July 1, 2026 limited to 30 projects statewide affecting no more than 1% of each gas corporation's customers, to test cost-effective zero-emission alternatives like neighborhood electrification and thermal energy networks.

Permits gas corporations to cease providing natural gas service in pilot project areas where adequate substitute energy service becomes available, with the commission required to establish affordability requirements and a minimum 67% property owner consent threshold.

Sunsets the pilot program and related provisions on January 1, 2031, though pending projects may continue to completion and the commission retains authority to relieve gas corporations of service obligations within approved pilot project boundaries.
