Amends Education Code Section 74000 to declare that all state territory shall be included within a community college district or otherwise provided with equivalent opportunities for in-person and online postsecondary education programs and courses.

Requires the Legislative Analyst's Office to conduct a study and prepare a report by December 31, 2025, evaluating postsecondary education services for residents of Amador, Alpine, Mariposa, Modoc, and Sierra counties that are not fully included within a community college district.

Report must include policy recommendations on ensuring residents of these five counties have equivalent access to in-person and online postsecondary education programs compared to similarly sized communities within community college districts.

Requires the Legislative Analyst's Office to convene a working group with voluntary representatives from the five underserved counties, adjacent community college districts, California Community Colleges, CSU, UC, independent institutions, and the State Department of Education.

Repeals these provisions on January 1, 2030, and requires the report to be submitted to the Legislature and Governor by December 31, 2025.
