Amends Section 23824 of the Business and Professions Code to modify licensing requirements for the Riverside County Fairgrounds.

Exempts on-sale general licenses at the Riverside County Fairgrounds from the requirement to operate as a bona fide public eating place, except that food service must be available to the public whenever the license is being exercised.

Allows the Riverside County Fairgrounds to use community food trucks and other small businesses to provide food services instead of requiring permanent kitchen facilities.

Makes legislative findings that a special statute is necessary for the Riverside County Fairgrounds to promote small business participation and reduce operational expenses.
