Allows producers to petition the California Department of Resources Recycling and Recovery by January 1, 2026, to identify material types and forms trending toward recyclability standards, with department approval or denial required within 60 days.

Extends exemption from recyclability labeling requirements to products manufactured up to 24 months after the department's first update to material characterization studies if a producer submits a qualifying petition.

Excludes chemicals disclosed solely for Safe Drinking Water and Toxic Enforcement Act (Proposition 65) compliance from being counted as "intentionally added chemicals" that would disqualify products from recyclable designation.

Maintains 18-month manufacturing grace periods for products compliant with recyclability standards before updated material characterization studies take effect.
