Adds Section 42652.7 to the Public Resources Code to create an exemption from organic waste collection requirements under specified conditions.

Exempts a portion of a county from organic waste collection requirements if the county proposed a fee for organic waste collection in that area but did not impose the fee because property owners rejected it through the Article XIII D Proposition 218 approval process.

Applies only when a majority of affected property owners protested the proposed organic waste collection fee, preventing the county from implementing it.
