Requires the Department of General Services to ensure at least 50% of light-duty vehicles purchased for the state vehicle fleet each fiscal year are zero-emission vehicles, beginning in fiscal year 2024-25

Mandates suppliers of zero-emission vehicles certify that raw materials used in manufacturing (including cobalt and lithium) come from mining operations free of child labor

Exempts vehicles with special performance requirements necessary for public safety protection as defined by the Department of General Services

Allows the Department of General Services to cease implementation if it determines the requirements cannot meet state needs or would result in costs not substantially absorbable by the department, following a public hearing and notification to the Secretary of State
