Adds Section 20508.3 to the Government Code to authorize successor agencies of the El Dorado County Fire Protection District and Diamond Springs-El Dorado Fire Protection District to maintain the defined benefit retirement plans or formulas employees received from their prior employers before annexation.

Allows consolidated fire protection districts to preserve existing retirement benefits for employees during the consolidation process.

Legislature finds that a special statute is necessary due to the unique circumstances of consolidating fire protection districts in El Dorado County while maintaining fire and emergency response services.

Declared an urgency statute effective immediately upon Governor's approval on September 28, 2024, to facilitate the consolidation and protect firefighter benefits.
