Amends Penal Code Section 452 to add a sentencing factor for fires set to facilitate organized retail theft within a merchant's premises.

Makes it an aggravating factor during sentencing when unlawfully causing a fire is carried out within a merchant's premises in order to facilitate organized retail theft as defined in Section 490.4.

Establishes that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution, as the act only changes penalty provisions for existing crimes.

Approved by Governor August 16, 2024 and filed with Secretary of State the same date.
