Extends the cure period for violations from 14 days to 30 days, allowing officers to return prohibited contributions within 30 days of accepting, soliciting, or directing the contribution.

Exempts from contribution restrictions contracts valued under $50,000, contracts between government agencies, contracts where no party receives financial compensation, and periodic reviews or renewals of development agreements without material modifications.

Excludes persons from "participant" status if their financial interest in a decision results solely from changes in membership dues.

Incorporates amendments from SB 1181 if both bills are enacted, with this bill's provisions becoming operative only if it is enacted after SB 1181.
