Establishes Transit Transformation Task Force by January 1, 2024 to develop policy recommendations for growing transit ridership and improving transit services, with a report due to Legislature by October 31, 2025, addressing Transportation Development Act reform and sustainable funding sources.

Redirects General Fund appropriations for the Transit and Intercity Rail Capital Program from competitive grants to population-based formula distribution to regional transportation planning agencies, allowing funds to support both transit operations and capital improvements through an accountability program requiring regional financial plans.

Creates Zero-Emission Transit Capital Program with funds allocated to regional agencies via population-based and transit revenue-based formulas to support zero-emission vehicle purchases and transit operating expenses that prevent service reductions.

Extends through fiscal year 2025–26 exemptions from fare box ratio and efficiency penalties for transit operators, and authorizes use of State Transit Assistance Program funds for operational expenses to maintain service levels through declaration by transit agency governing boards.

Appropriates $5,802,000 to Department of Transportation for addressing homelessness in state highway rights-of-way, increases digital driver's license pilot program participation from 0.5% to 5% of licensed drivers, and limits Department of Transportation administrative charges to self-help counties to 10%.
