Agreements must include the locations of electrical vaults that may contain standing water, reasonable access times for surveillance and treatment (considering mosquito seasonality), contact information, update timelines, and a minimum three-year term.

Requires mosquito abatement districts, vector control districts, and health departments to keep utility infrastructure data confidential and limit disclosure to affected geographical areas.

Exempts electrical utilities that already have existing vector management agreements with these entities from the new requirements.

Makes legislative findings that limiting public access to electrical vault locations is necessary to protect the safety and security of public utility infrastructure.
