Requires the California Mosquito Surveillance and Research Program, administered by UC Davis, to consult with UC and California State University partners about current research on mosquito abatement, including sustainable pest management.

Defines "sustainable pest management" as a holistic approach incorporating integrated pest management principles while considering human health, environmental protection, and economic vitality.

Defines "integrated pest management" as an ecosystem-based strategy using biological control, habitat manipulation, and cultural practices with pesticides applied only when monitoring indicates necessity.

Specifies that biological control includes bats as pest suppressors, dragonfly preservation and restoration, and controls for invasive crayfish species.

Program shall perform its functions to the extent it receives federal or state grants or private donations designated for those purposes.
