Requires personal firearm importers to obtain a valid firearm safety certificate within 120 days of bringing any firearm (except antique firearms) into California.

Makes violation of the firearm safety certificate requirement for importing firearms a misdemeanor offense.

Amends existing Penal Code Section 31615 to add the new importing requirement alongside existing prohibitions on purchasing and transferring firearms without safety certificates.

Specifies that no state reimbursement is required for local agencies or school districts as the costs stem from creation of a new crime under Section 17556 of the Government Code.
