Expands DNA collection requirements to include persons convicted on or after January 1, 2025, of soliciting, agreeing to engage in, or engaging in an act of prostitution with a minor in exchange for money or compensation.

Requires collection of buccal swab samples, right thumbprints, full palm print impressions of each hand, and blood specimens or other biological samples for law enforcement identification analysis from qualifying persons.

Applies DNA collection mandate only to adults who are more than three years older than the solicited minor and have a prior conviction for the same offense.

Designates DNA collection as a mandatory requirement regardless of sentence imposed or whether the person is diverted, fined, or referred for evaluation.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement to local agencies shall be made pursuant to Government Code Part 7.
