Establishes one advisory board in San Diego County (rather than two) to advise the Health and Human Services Agency on Medi-Cal managed care implementation in the county.

Requires each county supervisor to appoint at least one member to the advisory board with equal representation from each supervisor's district.

Authorizes the county to reimburse Medi-Cal recipient advisory board members for travel, child care, and time spent performing their duties, at the county's discretion.

Allows advisory board members to vote on pilot project policies and issues submitted to the board of supervisors and provides conflict-of-interest protections for certain healthcare provider representatives.
