SB 127 Summary

• Establishes a Racial Equity Commission within the Office of Planning and Research to develop racial equity frameworks, tools, and technical assistance for state agencies until January 1, 2030.

• Creates the State Middle-Mile Broadband Enterprise Fund to receive fees and revenues from users of the statewide open-access middle-mile broadband network, with continuous appropriation until July 1, 2027.

• Extends multiple COVID-19 relief grant programs for small businesses and agricultural businesses, including the California Venues Grant Program and California Small Agricultural Business Drought and Flood Relief Grant Program (renamed to include flood relief).

• Modifies the California Children's Data Protection Working Group to place it within the Attorney General's office, reduce membership from 10 to 9 members, and delay report deadline to July 1, 2024.

• Creates the Southeast Los Angeles Cultural Center Development Advisory Panel to advise on development of the cultural center and authorizes Department of General Services to assist with emergency sleeping cabins in specified counties through January 1, 2025.
