Authorizes the State Energy Resources Conservation and Development Commission (Energy Commission) to prepare a program environmental impact report (EIR) to analyze development of clean energy infrastructure facility classes.

Requires program EIR to include descriptions of facility classes and potential project locations, environmental impact analysis, feasible mitigation measures, responsible agencies, and cumulative impacts and alternatives analysis.

Mandates the Energy Commission to consult with relevant public agencies when conducting environmental impact analysis and identifying mitigation measures.

Allows public agencies considering approval of specific facilities within classes described in the program EIR to tier from that program EIR under existing CEQA tiering provisions.

Establishes that development of facility classes constitutes a "program" under existing CEQA law for purposes of streamlining environmental review of clean energy infrastructure projects.
