Establishes the California Teachers Collaborative for Holocaust and Genocide Education to develop and provide statewide teacher professional development programs on genocide and Holocaust education for school district, county office of education, and charter school teachers

Requires the collaborative to consist of leading genocide and Holocaust education organizations, genocide survivors, educators, and community leaders, with a mission to ensure genocide and Holocaust education is taught consistent with state content standards and curriculum frameworks in age-appropriate and interdisciplinary ways

Mandates the collaborative develop and provide curriculum resources on genocide and Holocaust education, with optional duties including distributing grants to education organizations, creating a digital library of lesson plans, organizing workshops, maintaining a website, and conducting annual evaluations and reporting to the Legislature

Defines "Holocaust" as the systematic persecution and murder of 6,000,000 European Jews by the Nazi regime and its allies, and "genocide" according to the United Nations Convention definition, while focusing on education about Armenian, Bosnian, Cambodian, Guatemalan, Indigenous American, Rwandan, and Uyghur genocides

Implementation contingent upon an appropriation in the annual Budget Act or another statute
