Prohibits sale or offer for sale of propane cylinders that are not reusable or refillable, effective January 1, 2028

Defines "reusable" or "refillable" propane cylinders as those explicitly designed for multiple uses, built for durability, and supported by infrastructure for convenient and safe reuse or refill

Excludes from the requirement cylinders with less than 15 ounces of fuel designed for construction industry use, cylinders with a height-to-width ratio of 3.55 to 1 or greater, and cylinders offered to state or local governments through the Federal General Services Administration Disaster Purchasing Program

Requires the Department of Resources Recycling and Recovery to adopt implementing regulations with an effective date of January 1, 2028
