California State University Trustees must adopt rules prohibiting violent, harassing, intimidating, or discriminatory conduct that creates a hostile environment on campus or limits students' ability to participate in the educational mission.

Each CSU campus must publish reasonable content-neutral time, place, and manner restrictions and advance permitting requirements for protests on their internet websites.

CSU Trustees must develop mandatory training programs for students covering hostile environment conduct, investigation procedures, lawful protest locations, and civil discourse practices.

CSU Trustees must submit reports to the Legislature on or before January 2, 2025, and annually thereafter detailing implementation of the bill and student code of conduct violations related to hostile environments.

The University of California is requested to comply with these provisions; all policies must be consistent with the First Amendment and California Constitution Section 2, and the bill's provisions are severable.
