Expresses legislative intent to review California's essential health benefits benchmark plan and establish a new benchmark plan for the 2027 plan year.

Limits the current benchmark plan (Kaiser Foundation Health Plan Small Group HMO 30 plan from Q1 2014) to plan years on or before 2027 in both health care service plan contracts and health insurance policies.

Applies to individual and small group health care service plans and health insurance policies issued, amended, or renewed on or after January 1, 2017.

Requires coverage of essential health benefits consistent with the Patient Protection and Affordable Care Act (PPACA) categories including ambulatory services, emergency care, hospitalization, maternity care, mental health services, prescription drugs, rehabilitation services, laboratory services, preventive care, and pediatric services.

Specifies that no state reimbursement is required for this act under California Constitution Article XIII B because any costs incurred by local agencies or school districts would result from crime-related changes only.
