Requires the Public Utilities Commission to submit a report to relevant legislative committees by January 1, 2028 evaluating electrical corporations' implementation of income-graduated fixed charges for residential customers adopted by July 1, 2024.

Prohibits the commission from authorizing new residential fixed charges (other than those authorized before July 1, 2024) until 30 days after submitting the required implementation report.

Mandates the report include evaluation of impacts on CARE and FERA program participants, all other residential customers, master-metered accounts, administrative challenges, customer complaints, and effects on electrification rates and distributed solar/battery adoption.

Repeals this reporting requirement on January 1, 2031 under the automatic repeal provision of Government Code Section 10231.5.
