Makes pilot project operators eligible for processing payments and handling fees from the California Beverage Container Recycling Fund while prohibiting them from accepting containers from other recycling centers or processors.

Requires jurisdictions with unserved convenience zones to submit proposals identifying operator locations, planned dates, and project details for department approval, with 30-day timelines for completeness and approval decisions.
