CA SB1306

Requires the Department of Resources Recycling and Recovery to submit a report to the Legislature by January 1, 2027, on in-state collection, recycling, reuse, and stockpiling of precious metals and critical minerals from products in California.

Report must address existing and developing technologies for extracting these materials, benefits to California's transition away from fossil fuels, and current in-state extraction processes.

Report must analyze potential state revenue from extracting and stockpiling these materials for domestic green technology manufacturing and identify current barriers to recycling and reuse.

Requires the department to provide public input opportunities and conduct outreach to researchers, academics, scientists, businesses, manufacturers, and environmental organizations.

Division 31.5 of the Public Resources Code is repealed on January 1, 2031.
