Excludes all earned and unearned income from family members with verified employment of at least 20 hours or more per week at a childcare center or family childcare home when determining income eligibility or family fees for subsidized childcare services.

Establishes third priority for subsidized childcare services for families with a member employed at least 20 hours or more per week at a childcare center or family childcare home, after families with protective services needs and income-eligible families.

Requires the Department of Social Services to initiate rulemaking by July 1, 2025 to implement the income exclusion provisions for childcare center and family childcare home employees.

Maintains existing income eligibility threshold of 85 percent of state median income adjusted for family size for general childcare eligibility.
