Prohibits vehicles from being equipped with devices specifically designed for, marketed for, or used to neutralize, disable, or interfere with driver monitoring systems engaged during advanced driver assistance system (ADASS) or autonomous technology use.

Makes it illegal for any person to use, buy, possess, manufacture, sell, advertise for sale, or distribute devices that interfere with driver monitoring systems used with ADASS or autonomous technology.

Violations are classified as infractions.

Exempts manufacturers operating under testing permits, diagnostic and repair services consistent with original equipment manufacturer standards, manufacturer updates or repairs, and modifications required under the Americans with Disabilities Act.

Does not restrict access to vehicle onboard computer systems for diagnostics or repairs, or prevent emergency actions to protect driver or passenger safety.
