Allows licensed skilled nursing facilities proposing therapeutic behavioral health programs in separate units to apply simultaneously to multiple state departments (Department of Public Health, Department of Health Care Access and Information, and Department of Health Care Services) rather than sequentially.

Permits applicants to submit all available forms and documentation with a letter estimating when remaining materials will be submitted if they cannot complete approval from one department while waiting for approvals from others.

Requires the receiving department to initiate application review upon submission of available materials and partial documentation.

Mandates final approval only after all required documentation has been submitted to each department.

Requires the three specified state departments to jointly develop coordinated processes for simultaneous application review to streamline approvals and reduce total approval time.
