Requires health care service plans and disability insurers to establish reimbursement processes for mental health and substance use disorder treatment services integrated with primary care, effective for contracts or policies issued, amended, or renewed on or after July 1, 2025.

Applies to plans and insurers subject to existing mental health and substance use disorder coverage requirements, as well as their delegates.

Permits reimbursement processes to be based on federal Medicare program rules or guidance.

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because any costs result from changes to criminal law.
