Adds promoting hiring, training, and advancement of disadvantaged, marginalized, and underrepresented workers as a funding priority goal for Employment Training Panel projects.

Authorizes funded projects to include training through apprenticeship programs registered with the Division of Apprenticeship Standards.

Requires applicants to attest compliance with all state and federal labor and health and safety laws and to affirm they do not have unresolved final determinations or judgments against them for labor law violations.

Mandates the Employment Training Panel provide a publicly available list of all applicants updated at least every 60 days.

Clarifies no state reimbursement is required for local agencies or school districts because costs stem from changes to crime definitions under perjury law.
