Expands Chafee Educational and Training Vouchers Program eligibility beginning with the 2025-26 award year to require new grant awards for students who were in foster care, exited to Kin-GAP/legal guardianship/adoption, or placed in out-of-home care by a tribe between ages 15 and 18.

Maintains existing eligibility requirements including that students cannot be 26 years or older by July 1 of the award year and must attend qualifying postsecondary institutions.

Implementation is contingent upon sufficient appropriation in the annual Budget Act for this purpose.

Existing provisions remain in effect requiring annual legislative reporting on applicant numbers, awards granted, denial reasons, and demographic data about Chafee recipients.
