Authorizes the Natural Resources Agency, California Environmental Protection Agency, or entities within these agencies to enter into direct agreements with the California Ocean Science Trust for delivery of peer reviews, technical guidance, and scientific reports and analyses.

Expands the California Ocean Science Trust's purposes to include encouraging coordinated, multiagency approaches to ocean resource science that deliver actionable climate change adaptation solutions.

Enables the trust to engage with scientific experts through convenings such as panels, workshops, or symposia to develop and provide peer reviews and technical guidance to state agencies with relevant needs.

Requires the trust to develop an annual list of topics it will undertake to deliver scientific content to state agencies, contingent on available funding.

Defines "entity" to include departments, boards, commissions, and conservancies within the Natural Resources Agency or California Environmental Protection Agency that may contract directly with the trust.
