Authorizes the Secretary of State to impose additional conditions of approval for electronic poll books, ballot manufacturers, ballot on demand systems, voting systems, and remote accessible vote by mail systems.

Requires ballot manufacturers, finishers, and ballot on demand system vendors to notify the Secretary of State and local elections officials of flaws or defects within 24 hours instead of 2 business days.

Adds paper cast vote records, voted conditional voter registration ballots, and conditional voter registration voter identification envelopes to election materials that must be retained for 22 months (federal elections) or 6 months (other elections), and requires retention of electronic data from voting systems for the same periods.

Expands criminal penalties for interference with voting systems to include knowingly providing unauthorized access to certified voting technology or breaking chain of custody, and expands unauthorized possession of voting machine credentials to include passwords and access keys.

Prohibits voting systems from establishing network connections to unnecessary devices and wireless communications, and requires voting systems to operate with parallel central election management systems separated by an air-gap.
