Standardizes all references to teacher credentials to specify the Commission on Teacher Credentialing as the sole issuing authority, removing outdated references to other entities.

Modifies the Local Public Library Partnership Program to allow students to be "provided with the opportunity to obtain" a student success card by 3rd grade, rather than mandating issuance, and permits disclosure of directory information to both the State Librarian and local public libraries.

Changes private school teaching experience requirements from "accredited" to "regionally accredited" for credential waiver eligibility and administrative credential requirements.

Allows the Commission on Teacher Credentialing to transmit application status information to credentialing agencies during the application process to expedite reviews.

Clarifies the Diverse Education Leaders Pipeline Initiative program goals regarding mitigation or removal of administrator credentialing costs and permissible uses of funding for administrator candidates.
