Extends timeline for State Water Resources Control Board enforcement actions: informational orders on or after January 1, 2026 (instead of 2024), written notices on or after January 1, 2027 (instead of 2025), and conservation orders on or after January 1, 2028 (instead of 2026).

Requires Department of Water Resources to conduct studies by January 1, 2035 on efficiency performance of newly constructed residential landscapes and landscape areas with dedicated irrigation meters to determine if they use water as designed.

Requires Department of Water Resources to update methodologies for calculating residential and commercial/industrial/institutional landscape areas by January 1, 2028, and every 5 years thereafter, with landscape area data posted on its website.

Requires urban retail water suppliers to include a narrative in their 2026 report describing water demand management measures planned to achieve their urban water use objectives by January 1, 2030.

Extends penalties for violating water use efficiency regulations from November 1, 2027 to November 1, 2029, and delays Legislative reporting deadlines from January 1, 2028 to January 1, 2030, and legislative testimony deadline to July 1, 2031.
