CA SB1331

Establishes the Fund for Reparations and Reparative Justice in the State Treasury to fund Legislature and Governor-approved policies addressing harm caused by California to descendants of enslaved African Americans or free Black persons living in the United States prior to the end of the 19th century.

Authorizes the fund to receive moneys from federal, state, or local grants, as well as private donations and grants.

Makes legislative findings that California facilitated slavery and perpetuated discrimination against African Americans through state-sanctioned policies and practices across government systems.

Declares the Legislature's responsibility for harms committed by state representatives who promoted, facilitated, and enforced slavery and its ongoing legacy of systemic discrimination.
