Establishes the Conservation Stewardship Endowment Fund in the State Treasury to support maintenance and stewardship of lands and facilities owned or managed by the Department of Parks and Recreation.

Moneys in the fund shall be invested by the Treasurer to generate ongoing earnings for stewardship and maintenance costs of state parks.

Fund may receive donations and contributions from public and private entities, partnerships, fees, cash advances, and transfers from the General Fund or other public sources.

Requires any funds allocated from the Endowment Fund to supplement, not supplant, the Department of Parks and Recreation's annual budget allocations.

Mandates the Legislative Analyst's Office to submit a report to the Legislature by December 31, 2030 reviewing the fund's impact, performance, revenue generation potential, and recommendations for its operation and governance.
